A brass and iron stick, or umbrella, stand. These are generally considered to be late 19th-century, and made in England.

These brass and iron stands were made in various shapes and sizes. I had not seen a round one before, but in the past I have seen examples that were crescent shaped, triangular shaped, square, and so forth. However, the best thing about them is that they are most sturdy - one never worries about them being knocked over, or pushed about.
